The Program / Department / Team (Program / Department Summary)
The USAID Informal Livelihoods Advancement Activity (Iqlaa) is a five-year USAID-funded program that started
in 2022 and aims to support Jordan’s HBBs and MSEs to grow, transform, and become resilient to future shocks. Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services.
The program focuses on four sectors: agriculture, hospitality and tourism, manufacturing, and services, with a
special focus on technology development and implementation. Iqlaa infuses a gender, youth, and social inclusion lens throughout all interventions. Through research and adaptive collaborative learning, Iqlaa will identify opportunities, incentives, and market constraints that facilitate or restrict formalization and growth. Based on the findings, Iqlaa will implement best practices in enterprise strengthening, inclusive job creation,
and financial sector development within a market systems development (MSD) framework. Iqlaa will also leverage innovative behavioral change methodologies to facilitate long-term, sustainable changes in the MSEs
ecosystem in Jordan. Mercy Corps leads on the implementation of Iqlaa, and weaves together technical expertise from a robust set of national, regional, and international partners.
 

The Position (General Position Summary)
The Driver will be assigned mainly to the Informal Livelihoods Advancement Activity (Iqlaa) program;
the duration of this program is from 2022 to 2027. The Driver will be supporting other programs and the operations /logistics department based on availability. The driver will provide safe, transport services for the MC program and support staff within the limits of Jordan’s borders. The Driver will adhere to all traffic and MC safety rules and follow the transport guidelines required by the MC transport department.
As program support, he/she will provide logistics support organizing program stocks, MC Amman office and project sites warehouses, and other logistics tasks as assigned

Essential Responsibilities 
Driver and vehicles maintenance support
▪ Operate MC vehicles as assigned by supervisor.
▪ Maintain vehicle log-sheets in accordance with MC policies/regulations.
▪ Check the vehicle conditions after each trip/routinely – report needs and problems to transport management.
▪ Adhere to all safety and communication protocols as advised by Mercy Corps and supervisor.

▪ Responsible for the safekeeping of all vehicle equipment, tools, first aid kits, spares etc.;
▪ Keep the vehicle ready, clean and on standby – ready for use at all times;
▪ Assist, as required, with logistics in the office daily workloads;
▪ Cooperate and be of assistance to staff and visitors – assist in troubleshooting potential problems during daily
business;
▪ Report all maintenance needs of the vehicle to transport management (Logistics officer and assistants) on a
regular basis;
▪ Undertake field assignments as assigned;
▪ Work night shifts at Amman or field locations – as assigned by Supervisor -This might require occasional airport
trips at late hours of the night. Overtime and airport trips will be paid as per MC national staff handbook
regulations.
▪ Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;
▪ Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps
and to not jeopardize its humanitarian mission in country of operation;

trans formative change in gender relations; and

Social Behavior Change and Communications Coordinator
The Social Behavior Change and Communications (SBC) Coordinator will support the Senior Communication and Behavior Change Lead in integrating SBCC techniques throughout Tawazon
Activity. The SBC Coordinator will support the formative research and identifying evidence-based strategies to reduce social and behavioral factors that contribute to gender inequalities, including genderbased
violence and norms that perpetuate inequalities in the workplace, in households, and at the community and national levels in formal and non-formal institutions, and in online environments. The SBC Coordinator will work closely with the Tawazon Activity team and partners to develop high-quality and contextually appropriate SBCC strategies, activities, and interventions, and will support the
implementation of these across all the program objectives. They will monitor the progress of SBCC activities and support communications related to activities and learning.

Essential Responsibilities
Program Management
● Support the Senior Communication and Behavior Lead in the design of formative research to better understand current norms and behaviors. This may include knowledge, attitudes, and practices assessments, barrier analyses, social media, and other studies.
● Based on research and assessments, support the SBCC strategy development, including community engagement, social mobilization, and communications campaigns.
● Contribute to the development of evidence-based and contextually appropriate SBCC strategies
that promote gender equality and the advancement of women’s leadership and draw on proven approaches and results of studies, baseline data, and formative research.
● Design and support SBC learning and monitoring activities, including SBCC indicators and evaluation designs.
● Document successes and lessons learned; prepare reports, presentations, short articles for
publication to disseminate learning.
● Inform regular monitoring of campaigns and SBC activities.
● Make recommendations based on assessment finding and regular monitoring to inform program adaptations to better meet the needs of program participants.
● Assist with general program operations and field-based activities
Partnership And Capacity Strengthening
● Provide inputs into the capacity strengthening plans and strategies for participants, stakeholders, staff, and partners to advance knowledge and skills in SBCC.
Influence And Representation
● Work with the Secretariat Liaison to identify and build relationships with other organizations implementing similar SBCC programming to ensure broader learning and influence.
● Document and share learnings and best practices from this program to be shared both internally and externally.
● Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Accountability
Reports Directly To: SBC Team Lead
Works Directly With SBC Team Lead, Capacity Building Coordinator, Tawazon technical leads, Tawazon consortium partners, Mercy Corps Technical Support Unit, Mercy Corps Jordan Program Performance and Quality Director
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, and other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills
● Bachelor’s degree in communications, media, marketing, journalism, public relations, women’s studies, or a related discipline.
● A minimum of five years of relevant experience managing and implementing development activities relevant to strategic communications and SBC.
● Demonstrated understanding of and experience applying SBC approaches that address change in social norms, structures, and individual behaviors, especially those related to gender dynamics and women’s empowerment.
● Understanding and knowledge of USAID regulations and program administration, management, and reporting procedures and systems is preferred.
● Proficiency in Microsoft Office applications including Excel and Word and ability to use information technology as a tool and resource.
● Fluency in Arabic and English.

The Position
The Secretariat Administrative Assistant will support the Secretariat Liaison in the day to day operational and administrative management of the USAID Gender Equality and Women’s Empowerment Community of Practice. He/she will perform general administrative duties to include but
not limited to: taking and distributing notes during meetings, ensuring agendas and appropriate documents are shared with all meeting attendees, event planning for community of practice events
(booking venues, managing registration of attendees, ensuring all event media is organized, sending out announcements of events, etc.). He/she will also support the Secretariat Liaison in the knowledge
management of the community of practice, maintaining the library of tools and resources for the IPs to use for their own gender activities.

Minimum Qualification & Transferable Skills
● Bachelor’s degree or equivalent in communications, women’s studies, social work, business
administration or related field. If candidate does not have a Bachelor’s degree, an additional 3
years’ of experience in office administration is required.
● A minimum of 2 years of office administration experience, preferably with a donor-funded
program.
● Professional level of computer skills are required (Microsoft and Google products).
● Strong organizational skills.
● Demonstrated experience in multitasking, managing and prioritizing multiple tasks at the same
time, and ability to remain calm and efficient under situations of stress.
● Fluency in English and Arabic (written and spoken).
● An understanding of gender dynamics and women’s empowerment in Jordan or the Middle East
is highly preferred.

Informal Livelihoods Advancement Activity (Iqlaaع (is a five-year USAID-funded program that aims to support Jordan’s home-based businesses (HBBs) and Micro and Small Enterprises (MSEs) to grow, transform, and become resilient to future shocks. HBBs and MSEs are essential drivers of employment and economic stability in Jordan. Micro and small enterprises represent 98 percent of all businesses in Jordan and compose half of the country’s private sector employment. Therefore, the Iqlaaع approach places formal and informal Jordanian HBBs and MSEs on a path to recovery, stabilization, and growth, focusing on four critical sectors: agriculture, tourism, manufacturing, and services, with special attention to technology development and implementation.

The Position

The Monitoring, Evaluation and learning officer will support the implementation and use of monitoring and evaluation system to improve Iqlaaع’s impact on MSEs and overall economic growth in Jordan. The MEL officer will provide support in setting up MEL data collection and reporting systems, Additionally, the MEL Officer will work with the MEL assistant in making proper documentation and filing it to ensure the project is following minimum standards set out in the agreement. Also, the MEL officer will be responsible to report program achievement and develop MEL analysis and reports. The MEL Officer will report directly to the Monitoring and Evaluation Coordinator but will work closely with other project team members, and program partners.

Minimum Qualification & Transferable Skills

  • Minimum BA degree in Sociology, Economics, Statistics, Industrial Engineering, or other relevant fields.
  • Three years of experience in supporting monitoring and evaluation of development and/or relief programs, DOS/ USAID funded projects is a plus
  • Demonstrated skills in data collection, statistical analysis methods, and database management.
  • Experience developing and delivering training on M&E.
  • Experience in developing log frames.
  • Excellent writing skills, including reports, best practices, case studies, etc.
  • Proficiency in Microsoft Office applications including Excel and Word
  • Proficiency in developing XLS forms and using ODK is required.

Mercy Corps is seeking a Communication and Behavior Change Team Lead to lead design and support social and behavior change (SBC) and communications approaches and execution for a USAID funded $27 million, five-year Tawazon – Promoting the Voice and Leadership of Women (PVLW) Activity. The program intends to create transformational changes in gender relations at the family, community and national levels to enhance gender equality and advance women’s leadership in Jordan.

This will be achieved through:

  1. Strengthening the enabling environment and institutional capacity and addressing structural barriers for women to fully exercise their rights, express their agency and freely lead and participate in society without restrictions;
  2. Partnering with local stakeholders to counter prevailing prohibitive social norms that perpetuate gender inequality, undermine women’s agency to exercise their rights, and prevent transformative change in gender relations; and
  3. Advancing the inclusive and transparent leadership and decision-making participation of girls and women.

Essential Job Responsibilities

PROGRAM MANAGEMENT

  • Manage the completion of the formative research process to better understand current norms and behaviors of target audiences, using methods such as KAP surveys, barrier analyses, social media scans, etc..
  • Provide high level technical oversight of SBC strategy development, with specific focus on methods including community engagement, social mobilization, and communications campaigns to promote gender equality and the advancement of women’s leadership.
  • Develop and drive the implementation plan for the SBC strategy – working with the Tawazon team to ensure a focus on engaging diverse audiences and changing attitudes and behaviors is integrated into all activities.
  • Lead SBCC learning and dissemination activities (e.g., document successes and challenges, prepare reports, presentations, short articles for publication, etc.) to support programmatic and sector-wide learning
  • Ensure timely and quality completion of all SBCC program deliverables and reporting.
  • Support selection of effective Monitoring & Evaluation (M&E) indicators and evaluation designs.
  • Make recommendations based on regular monitoring of program activities to inform adaptation, as needed.
  • Contribute to design of formative assessments and research to further SBC learnings within activity’s objectives.

Qualifications & Skills

Minimum Qualifications

  • Bachelor’s degree in communications, media, marketing, journalism, public relations, and/or behavioral science/social sciences (e.g., anthropology, sociology, psychology, political science, and economics) or a related discipline. Advanced degree or equivalent professional experience preferred.
  • A minimum of 7 years of relevant experience in senior technical direction and project management of strategic communications, social marketing, and/or SBC projects/programs.
  • Experience in SBC methods and approaches, including human centered design, digital media, and mixed method testing and evaluation.
  • Demonstrated capacity to lead formative research and use information from a broad range of sources to ensure effective integration of SBC principles and approaches throughout program duration.

General Position Summary
Reporting to the Market Systems Development Director, the Project Manager will play a crucial role in proactively expediting the set up and implementation of MSD program deliverables. In the first 6-8 months of the role, the Project Manager will support an outsourced Market Systems Assessment, with guidance from the MSD Technical Director and the Regional MSD Advisor. Key tasks will include assisting with the inception phase design, connecting with stakeholders, and working with Iqlaa team members, particularly the Research Team, to feed into key deliverables, support in the development of tools, prioritize
recommendations, and support with operationalizing assessment findings.

Minimum Qualification & Transferable Skills
● MA/S or equivalent in international development, international relations, business management or
other relevant field highly preferred.
● Proven success and familiarity with market systems development.
● At least 5 years of experience in project management roles focused on economic growth and
development and preferably in at least one of the following sectors: Agriculture; Hospitality and
Tourism; Manufacturing; and/or Services including retail.
● Experience working with micro and small enterprises (MSEs) to grow, transform, and become
resilient to future shocks.
● Ability to think critically and ensure all aspects of a work plan are complete to talking strategic
visioning with a donor partner.
● Competent in building networks, strong problem-solving skills, and ability to influence with effective
listening.
● Persuasive written and oral communication in English and Arabic, including report writing.
